David B. Palmer's practice focuses on health regulatory issues, particularly Medicare, Medicaid, and other third-party payor issues; fraud and abuse matters; and managed care.
Mr. Palmer has litigated extensively on health care regulatory matters and enjoys an outstanding track record of success. He also advises clients on health regulatory issues faced in their daily operations and in major transactions such as mergers and acquisitions, joint ventures and affiliations. Mr. Palmer counsels and litigates on behalf of major academic medical centers, health systems, physician practice management companies, pharmacies, community hospitals, medical groups, ambulatory surgery centers, health insurers and managed care plans, durable medical equipment suppliers, physician independent practice associations and home health agencies.
From 1976 through 1983 Mr. Palmer worked in the general counsel's office of the Health Care Financing Administration, where he provided legal counsel in the development of the Medicare DRG payment system and reimbursement policy for hospital-based physicians. He also litigated in virtually every area of the Medicare and Medicaid programs. Mr. Palmer received the Administrator's Citation for his work on the Medicare DRG payment system.
Mr. Palmer received his B.A. in 1969 from the University of Florida and his M.A. in 1972 from Western Washington University. He received his J.D. magna cum laude in 1975 from the Syracuse University College of Law, where he was a member of Order of the Coif and associate editor of the Syracuse Law Review. He is a member of the District of Columbia Bar and the National Health Lawyers Association.
