Jayne T. Fitzgerald represents clients on tax, trade, pension and health matters before Congress and federal agencies.
Ms. Fitzgerald served as tax counsel on the Committee on Ways and Means under Chairman Dan Rostenkowski, D-Ill., from 1980 to 1985 and from 1992 to 1995, assisting in the drafting of all major tax legislation, including the Economic Recovery Tax Act of 1981, the Tax Equity and Fiscal Responsibility Act of 1982, the Deficit Reduction Act of 1984, the Energy Tax Act of 1992 and the revenue provisions of the Omnibus Budget Reconciliation Act of 1993. During her tenure on the committee, she also served as the committee’s counsel to the Subcommittee on Select Revenue Measures, chaired during her first stint by Rep. Fortney (Pete) Stark, D-Calif., and during her second stint by current Committee Chairman Charles B. Rangel, D-N.Y. In addition, Ms. Fitzgerald was heavily involved in the committee’s consideration and redrafting of President Clinton’s universal health plan. She has extensive experience in the private sector representing clients on tax, trade, pension and health matters before Congress and federal agencies.
Ms. Fitzgerald received her B.A. summa cum laude in 1977 and her J.D. magna cum laude in 1980 from Georgetown University, where she was a member of Phi Beta Kappa.
