Michael Starr’s practice focuses on complex civil and white collar criminal litigation before state courts, federal courts and in administrative proceedings as well as representation of corporations in internal and government investigations.

Mr. Starr has handled numerous jury and bench trials and has written and argued appeals. His civil practice has included representation of litigants in Title VII matters and commercial disputes. His criminal practice has included representation of defendants accused of white collar offenses including bribery, healthcare fraud, accounting fraud and Securities Act violations. He has also represented grand jury and trial witnesses.

In addition to his litigation practice, Mr. Starr has handled corporate internal investigations of potential employee misconduct and has counseled corporations facing government investigation.

Before entering private practice, Mr. Starr was a trial and appellate attorney at the Public Defender Service for the District of Columbia (PDS). At PDS, he represented indigent criminal defendants in cases ranging in seriousness from narcotics trafficking to homicide. He also served as a supervising attorney in the Felony Section of PDS’s Trial Division. In that capacity, he conducted biweekly training sessions for the agency’s junior trial lawyers and closely supervised those attorneys as they handled felony cases.

Mr. Starr was an E. Barrett Prettyman Fellow at Georgetown University Law Center from 1998 to 2000. As a Prettyman Fellow, he represented criminal defendants in the Superior Court for the District of Columbia and taught classes on evidence, criminal procedure and trial practice.

Mr. Starr has guest lectured at numerous law schools, including Georgetown University Law Center, Howard University Law School, Southern Methodist University School of Law and Yale Law School. He is also a faculty member at the Harvard Law School Trial Advocacy Workshop. Mr. Starr has provided comment on litigation issues to several media outlets, including The Washington Times, The Washington Post and CNBC.

Mr. Starr received his B.S. from Towson University, his J.D. from the George Washington University Law School and his LL.M. from Georgetown University Law Center.
