Natalya Dobrowolsky’s practice focuses on international trade law and policy affecting international trade and business, and she has counseled clients with regard to proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, the U.S. Court of International Trade, the U.S. Court of Appeals for the U.S. Federal Circuit, the U.S. Customs and Border Protection Agency and the Office of the U.S. Trade Representative.

Ms. Dobrowolsky advises clients on matters before the U.S. Customs and Border Protection Agency, including preparing ruling requests, prior disclosures, as well as responses to pre penalty and penalty notices. Ms. Dobrowolsky also advises clients on U.S. Harmonized Tariff Schedule classification, valuation, country-of-origin marking, issuance of binding rulings, duty-preference program eligibility and other areas of customs law. Ms. Dobrowolsky also counsels clients with respect to compliance with the Jones Act and U.S. Department of Transportation automobile import regulations.

Ms. Dobrowolsky regularly coordinates with local counsel in foreign jurisdictions to help clients access and understand foreign markets and manage the foreign laws and regulations that affect their operations.

Ms. Dobrowolsky also advises clients on a variety of policy matters including constructing policy arguments and strategies to present to members of the U.S. Congress and the U.S. Trade Representative on a wide variety of trade policy matters. Ms. Dobrowolsky has also advised clients regarding developing disputes and advocacy positions, as well as analyzing compliance with respect to member obligations before the World Trade Organization. Additionally, Ms. Dobrowolsky advises clients regarding international counterfeit protection and enforcement actions in China. Ms. Dobrowolsky has also advised clients regarding the U.S. Generalized System of Preferences before the U.S. International Trade Commission and the U.S. Trade Representative, including preparing CNL waiver requests as well as country petitions.

Ms. Dobrowolsky has experience counseling clients with regard to antidumping proceedings, including investigations, administrative reviews, new-shipper reviews and changed-circumstances reviews as well as countervailing duty proceedings before the U.S. Department of Commerce and the U.S. Court of International Trade, as well as investigations and sunset reviews before the U.S. International Trade Commission.

Ms. Dobrowolsky received her B.A. cum laude in international affairs and political science from Marquette University in 2004. Ms. Dobrowolsky received her J.D. cum laude in 2007 from the Catholic University Columbus School of Law, where she served on the Catholic University Law Review as the lead articles editor.

Ms. Dobrowolsky is a member of the Illinois and District of Columbia bars and is a member of the Ukrainian-American Bar Association. Ms. Dobrowolsky is also admitted to practice before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit.
