Tiffany Duong's practice focuses on the development, financing, operation, disposition and acquisition of energy projects in the energy and infrastructure sector, with particular emphasis on renewable energy.
Ms. Duong received her B.A. in 2006 from the University of California, Los Angeles summa cum laude, where she was a member of Phi Beta Kappa and UCLA ALD/PES honor societies, as well as the recipient of a UCLA Regent Scholarship. She received her J.D. from University of Pennsylvania Law School in 2010. She was also a Law Fellow at the UCLA School of Law from 2006 to 2007 and an intern for the U.S. Department of State supporting the Olympic Games in Torino, Italy. She was honored as an ABA 2008 Diversity Fellow in Environmental Law.
She is a member of the California Bar.
Representative Matters
- represented Terra-Gen Power renewable energy developer in the development and financing of the up to 3,000 MW Alta Wind Energy Center in California, including its $400 million construction loan financing and a sale-leaseback financing for the Alta Phase I (150 MW) wind project in California and financing for Alta Phases II-V (including a Rule 144A bond offering, a bank cash grant bridge facility and a forward commitment for sale-leaseback)
- represented BrightSource Energy in the development and financing of the 392 MW Ivanpah Solar Energy Generating System located in San Bernardino County, California. This project, when constructed, will be the largest utility-scale solar power plant in the world. Representation included negotiation of, and advice regarding, both the various project agreements and the $2.2 billion project financing, which included $1.6 billion in construction and permanent debt guaranteed by the U.S. Department of Energy under the Innovative Technology Loan Guaranty Program
- represented developer in a negotiation and sale of a proposed 167.9 MW wind energy project and related developmental assets and rights in Kansas
- represented developer in the $249 million construction and term financing and a bridge loan to the ITC Cash Grant from the U.S. Department of Energy for the Windstar project, a 120 MW wind farm located in Kern County, California
- represented developer in the development and negotiation of a 90 MW turbine supply agreement and the acquisition of wind turbine equipment for a wind energy project in Michigan, including a commitment to meet Cash Grant requirements for delivery.
