- Served as acting co-division chief of the Technology and Jurisdictional Analysis Division, U.S. Department of State, Directorate of Defense Trade Controls Policy Office.
- Served as a BIS export policy analyst at the Department of Commerce, where he wrote and revised export control regulations.
- Advises U.S. and non-U.S. companies on U.S. export control laws, regulations and policies, including ITAR, EAR and EAA.
Robert Monjay joined the firm after serving for five years as a State Department policy official responsible for the application, amendment and interpretation of the International Traffic in Arms Regulations (ITAR). In his role at the State Department, he was instrumental in resolving jurisdictional, licensing and policy issues. Robert led interagency reviews of export control reform proposals and public comments related to the revisions of the United States Munitions List (USML). He also led bilateral dialogues with ally and partner governments on issues related to export controls, national security and foreign policy
