For its article “Congress seeks compromise to boost computer chip industry,” The Associated Press quoted Akin Gump public law and policy senior counsel Josh Teitelbaum on negotiations underway as the House and Senate seek to reconcile their versions of bills to boost the U.S. semiconductor industry.

The article notes that the Senate and House bills allot more than $52 billion for semiconductor production and research, which would help subsidize the cost of building or renovating semiconductor plants. On this, Teitelbaum said, “The chips funding is absolutely the foundation of this bill — it’s a bipartisan foundation. I think it is what is driving this toward the finish line.”

The article also notes that the House bill, but not the Senate version, contains a $45 billion program to enhance supply chains in the United States by providing grants and loans to companies, local governments and tribes looking to build or relocate plants manufacturing critical goods. Said Teitelbaum, “This is a real area of focus for companies and for communities who want to try to bring back manufacturing. There’s a lot of interest in including this funding in the final package.”
