If Joe Biden wins next week, Willems said there could be a reprieve in the conflict between the United States and China as the new administration staffs up. But the former Vice President, he said, is not likely to pivot away from a tough China stance, even though his policy approach will look different.
Looking ahead to a lame duck session of Congress, Willems said there could be more companies added to the U.S. entity list, which would restrict access to technology to companies like China’s Semiconductor Manufacturing International chip maker. “It’s hard to know how much of a priority China will be in a lame duck session because there is so much uncertainty still and what happens with the election will influence it,” he noted.
