Power Finance & Risk, in its article “MIREC: Energy Reform Uncertainty Mires Mexico Renewables,” quoted Akin Gump global project finance partner Dino Barajas on offtakers biding their time as new energy sector reform legislation appears on the horizon in Mexico.

According to the article, as Mexico’s Congress is in the process of reorganizing the nation’s energy markets and preparing implementing legislation that would follow on the initial set of sectoral reform laws passed in 2013, many offtakers have delayed signing power purchase agreements in hopes that new legislation will offer cheaper rates on renewables. Regarding this development, Barajas said, “They’re not going to want to sign now. They’re going to want to wait and see what comes next.”
