Nikkei Asian Review Quotes Kevin Wolf on Huawei’s Efforts to Weather U.S. Ban

Nikkei Asian Review has quoted Akin Gump international trade partner Kevin Wolf in the article “Huawei and suppliers dust off backup plans to prepare for storm.” According to the article, Huawei is asking some of Asia’s top chipmakers to continue their deliveries after President Trump’s recent decision to cut off the Chinese telecom equipment maker from doing business with American suppliers.

The Trump administration placed Huawei on its Entity List, meaning that the sale or transfer of American technology to the company will require a license. Wolf, a former Assistant Secretary of Commerce under President Barack Obama, said anything made in the United States, and anything of foreign origin that contains a significant percentage of controlled U.S. content, falls within the scope of the rules.

“Whether it’s telecom equipment, a toothbrush [or] a product plant,” it would require a license to be sold to Huawei, Wolf said, adding that the scope of a listing “is exports to Huawei directly or indirectly. That would be how you would prohibit the sale to Company X supplying that content to a Huawei company.”
