Oil & Gas Monitor Publishes Article by Steven Otillar on Possibilities for Reform in Mexico’s Oil and Gas Sector

Akin Gump Houston-based energy partner Steven Otillar has written “Outlook for Mexico’s Oil Industry — Opportunities and Obstacles,” an article on the prospects for reform in that country’s oil and gas sector that was published by Oil & Gas Monitor.

The article discusses the fact that Article 27 of Mexico’s post-revolution Constitution of 1917 mandates that all land and water are owned by Mexico, a provision that many in Mexico invoke “as the reason why Mexico cannot have production sharing contracts to induce substantial foreign investment in the oil and gas sector.”

The article discusses current proposed reforms and the challenges they face based on constitutional challenges resulting from Article 27 and offers possible paths that the Mexican government and stakeholders in the energy sector might follow to open the country’s energy industry to foreign investment.
