Paul Gutermann Discusses Cap-and-Trade Emissions with Platt’s

Paul Gutermann, a partner in Akin Gump’s environment and natural resources practice, is quoted in the May issue of Energy Economist in an article on U.S. emissions policy.

Gutermann, referring to California’s cap-and-trade program for greenhouse gas emissions, says if the system there works “in a way that rehabilitates the image of cap and trade, it’s possible some of the [other] states will look at it again as well.” As for whether the federal government will take any action on cap and trade, Gutermann says, “there is zero chance in the next two years.”
