The U.S. Department of Justice ("DOJ") announced that John Can Unsalan (aka Hurrem Can Unsalan) and his former business associate, Sergey Karpushkin, were sentenced to 6 years and 21 months in prison, respectively, for their roles in a conspiracy to commit money laundering and to violate U.S. sanctions imposed against Sergey Kurchenko and companies owned by Kurchenko.

OFAC designated 12 entities and 10 individuals, under E.O. 14038, in an action targeting President Alyaksandr Lukashenka's regime for its continuing support for Russia's war against Ukraine and the financial benefit it derives from such support. The entities and individuals designated include six revenue-generating state-owned enterprises, one entity and five individuals involved in facilitating transactions for a U.S.-designated major Belarusian defense sector enterprise, and five entities and five individuals involved in a global arms network doing business with a U.S.-designated Belarusian defense firm. These designations coincide with a separate sanctions action against Belarus by the Government of Canada.
Concurrent with today's action, the U.S. Department of Justice unsealed charges against two of the now-designated individuals for conspiring to unlawfully export weapons and ammunition from the United States to Sudan through one of the now-designated entities, an Iraq-based arms company.

In coordination with the United Kingdom, OFAC issued two prohibitions related to aluminum, copper, and nickel of Russian Federation origin. First, OFAC issued a "determination" pursuant to Section 1(a)(i)(A) of E.O. 14068, as amended by E.O. 14114, prohibiting the importation and entry into the United States, including importation for admission into a foreign trade zone located in the United States, of aluminum, copper, and nickel of Russian Federation origin.
OFAC also issued a related "determination" pursuant to Section 1(a)(ii) of E.O. 14071 prohibiting the exportation, reexportation, sale, or supply, directly or indirectly, from the United States or by a United States person wherever located of any of the following categories of services: warranting services for aluminum, copper, or nickel of Russian Federation origin on a global metal exchange; and services to acquire aluminum, copper, or nickel of Russian Federation origin as part of physical settlement of a derivative contract (collectively, “Covered Metals Acquisition Services”).
Concurrent with these "determinations," OFAC issued five new FAQs, 1168-1172, and amended two existing FAQs, 1019 and 1128, clarifying the scope of the new prohibitions, including providing definitions of “aluminum,” “copper,” and “nickel.”

OFAC issued General License ("GL") 13I which extends the authorization of certain administrative transactions prohibited by Directive 4 under E.O. 14024, until 12:01 a.m. Eastern Daylight Time on July 11, 2024.

The Bureau of Industry and Security ("BIS") added 11 entries to the Entity List under the destinations of China (6), Russia (3), and the United Arab Emirates (2). BIS also modified one existing entry on the Entity List under the destination of China.

The U.S. Department of Justice ("DO"”) announced that two Russian nationals, Oleg Sergeyevhich Patsulya and Vasilii Sergeyevich Besedin, pleaded guilty to conspiracy to violate U.S. export controls in connection with a scheme to acquire and unlawfully export controlled aviation equipment to Russian end users. Patsulya, also pleaded guilty to conspiracy to commit international money laundering.

- 19 Apr 2024 (OFAC):
The U.S. Department of State designated four entities based in Belarus and China, pursuant to EO 13382, for supplying missile-applicable items to Pakistan's ballistic missile programs, including its long-range missile program.
The listed PRC-based entities are Xi'an Longde Technology Development Company Limited, Tianjin Creative Source International Trade Co Ltd, and Granpect Company Limited.
