FCC Issues Declaratory Ruling on AI-Generated Voice Robocalls

Summary

On February 8, 2024, the FCC unanimously adopted a Declaratory Ruling recognizing AIgenerated voices as “artificial” under the TCPA. This ruling effectively makes AI-generated voices illegal in robocalls. The declaratory ruling stems from FCC’s November Notice of Inquiry into combatting robocalls and was supported by a coalition of 26 State Attorneys General. The TCPA empowers the FCC to fine robocallers, allows private rights of action and permits State Attorneys General to enforce its definitions.
