Introduction of First-Ever AI-Generated Federal Legislation

Summary

In January 2023, Rep. Ted Lieu (D-CA) introduced the first-ever piece of federal legislation written by AI. Using ChatGPT, Rep. Lieu offered the following prompt: “You are Congressman Ted Lieu. Write a comprehensive congressional resolution generally expressing support for Congress to focus on AI.” The resulting resolution introduced—H. Res. 66—is also the first AI-focused bill introduced this Congress. This Congress, Rep. Lieu has been appointed to the House Science, Space and Technology Committee, and he has stressed that he will utilize his position on the panel to ensure AI is regulated in a “responsible and ethical manner.”
