Texas House Bill 2060

Summary
On June 12, 2023, Gov. Greg Abbott signed House Bill 2060 into law, establishing the Artificial Intelligence Advisory Council. The Council aims to position Texas “as the leading destination for next generation technology in the country.” The Council will study and monitor AI technology developed, employed or procured by Texas state agencies. In addition, the Council will analyze the need for a state code of ethics for the use of AI in state government, review autonomous decision systems for benefits and risks, and provide recommendations for administrative actions for state agencies. The Council will be comprised of seven members: a member from the House of Representatives appointed by the Speaker; a member from the Senate appointed by the Lieutenant Governor, a designated executor director, and four members appointed by the Governor, including academic professionals specializing in ethics and AI, an expert in law enforcement, and an expert in constitutional and legal rights.
