The OverRuled: China Trade Controls Resource Center has been updated with the following actions:
- 12 Sep 2025 (BIS):
BIS added 32 entities to the Entity List, including 23 entities under the destination of the PRC, for the following reasons:
- Acquiring U.S.-origin items to advance the PRC's military and defense-related space-domain activities, as well as the PRC's quantum technology capabilities;
- Acquiring U.S.-origin items in support of the PRC's military modernization, for participating in the PRC's advanced computing and integrated circuit manufacturing and distribution sectors, and directly supplying the PRC military, government, and security apparatus;
- Being involved in the production of high-performance computing (HPC) chips, including for artificial intelligence and other dual-use applications;
- Supplying technology to Russian military end users;
- Diverting dual-use items in support of sanctioned entities, including the Iranian military;
- Having connections to companies that support the PRC's High Altitude Balloon program;
- Diverting U.S.-origin items two SMIC parties on the Entity List;
- Posing an unacceptable risk of using or diverting U.S. origin items for the People's Liberation Army (PLA) Academy of Military Medical Sciences (AMMS);
- Developing computer-aided engineering software for key customers in the Chinese military-industrial complex, including those on the BIS Entity List; and
- Posing a risk of circumvention of export controls and diversion to entity-listed parties.
BIS also amended 27 existing entries on the Entity List, including 11 entities under the destination of the PRC, to correct typographical errors.
