Since our February update, carbon pricing has remained on the agenda of ISO New England (ISO-NE) and New York Independent System Operator (NYISO) as one potential solution to better align state and regional decarbonization goals with wholesale electricity markets.
However, ISO-NE has moved its focus to near-term solutions, and—in anticipation of the Federal Energy Regulatory Commission’s (FERC) upcoming technical conference on state energy policies and wholesale markets operated by three eastern grid operators—NYISO has halted a study on carbon pricing.
