Directs the Departments of Defense and Energy to deploy advanced nuclear reactors for critical military and AI infrastructure, starting with operation at a domestic military base by September 30, 2028, and site deployment at DOE facilities within 30 months. Mandates interagency action to secure fuel supplies, streamline NEPA compliance, and pursue at least 20 new nuclear export agreements by the end of the 120th Congress to position U.S. nuclear technology as a global strategic asset.

Orders the Director of the Office of Science and Technology Policy (OSTP Director) to issue guidance for agencies on implementation of “Gold Standard Science” in the conduct and management of their respective scientific activities

Directs the Nuclear Regulatory Commission to undergo structural, cultural, and regulatory reform to accelerate licensing timelines, reduce costs, and support rapid deployment of advanced nuclear technologies. Requires the NRC to propose revised rules within 9 months and finalize them within 18 months, including science-based radiation limits, expedited design approvals, and standardized licensing for modular and microreactors.

Directs the Department of Energy to reform national lab processes and establish a pilot program to approve at least three advanced reactor test sites outside the labs, with operations targeted by July 4, 2026. Requires expedited reviews, new environmental exclusions, and DOE-wide coordination to ensure qualified test reactors can be operational within two years of application.

Directs the Department of Energy to submit a comprehensive fuel cycle report, expand enrichment and reprocessing under the Defense Production Act (DPA), and fund reactor restarts and construction through the Loan Programs Office (LPO). Requires coordinated federal action to develop a skilled nuclear workforce via apprenticeships, education grants, and national lab access.

This order makes it the policy of the United States to have the most-favored-nation price for prescription drugs and biologics.

Orders the Secretary of State and the Secretary of Homeland Security to create processes for illegal aliens to rapidly depart the United States, including through available technological resources, such as the “CBP Home” application.

Directs agencies to expedite all federal permitting, funding, and technical measures to block invasive carp from entering the Great Lakes, including advancing the Brandon Road Interbasin Project. It also urges Illinois to acquire project land by July 1, 2025, and issue all necessary permits within 30 days of eligibility to avoid construction delays.

Directs the Secretary of Energy to rescind or amend specific appliance efficiency regulations, suspend enforcement of those provisions and related statutory standards. It also instructs the Secretary and the Director of Legislative Affairs to submit recommendations within 60 days for Congress to repeal the Energy Policy Act of 1992.
