Trump Executive Order Tracker

Directs the Department of Commerce (DOC) to establish the American Artificial Intelligence (AI) Exports Program within 90 days to promote global deployment of U.S.-developed full-stack AI technology packages and reinforce American leadership in AI standards and infrastructure. The program will be developed in consultation with the Department of State (DOS) and the Office of Science and Technology Policy (OSTP), with selected industry-led proposals receiving priority designation and access to federal support. The Economic Diplomacy Action Group (EDAG), chaired by the Secretary of State, will coordinate financing tools such as loans, loan guarantees, and risk insurance. The Department of Defense (DOD), Department of Energy (DOE), Small Business Administration (SBA), and OSTP will support review, investment coordination, and export promotion. Proposals must comply with U.S. export laws and be submitted within 90 days of the public call. 

Orders the termination of prior Syria-related sanctions effective July 1, 2025, while directing the Secretaries of State, Treasury, and Commerce to implement new authorities that both provide targeted sanctions relief and impose expanded measures to hold members of the former Assad regime accountable for war crimes, narcotics trafficking, and human rights abuses.
 
The order revokes the national emergency declared in Executive Order 13338 and associated authorities while preserving enforcement actions for conduct occurring before the effective date.
 
Within 30 days of any suspension of sanctions under the Caesar Syria Civilian Protection Act, the Secretary of State, in consultation with the Secretary of the Treasury, must brief the appropriate congressional committees. Several sanctions imposed under the Chemical and Biological Weapons Control and Warfare Elimination Act are waived following a determination of fundamental leadership change; the waiver becomes effective 20 days after the required congressional notification is transmitted. The Secretary of State, in coordination with the Departments of the Treasury and Commerce, is directed to implement the new framework, including a review of Syria’s State Sponsor of Terrorism designation and pursuit of sanctions relief at the United Nations. The order also expands the scope of Executive Order 13894 to target individuals affiliated with the former Assad regime for war crimes, narcotics trafficking, and human rights abuses.

This order suspends country-specific ad valorem rates of duty enumerated in the executive order titled “Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits” until July 9, 2025. Additionally, this order raises the additional rate of duty on Chinese imports from 84% to 125% effective April 10, 2025 and makes further adjustments to limit circumvention of tariffs.  

To combat Venezuela’s destabilizing actions and support for illicit activities, the Secretary of State in consultation with the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Homeland Security and the U.S. Trade Representative, is authorized to determine in his discretion whether a tariff of 25% will be imposed on goods imported into the United States from any country that imports Venezuelan oil, whether directly through Venezuela or indirectly through third parties, on or after April 2, 2025. A party is found to be “indirectly” importing Venezuelan oil when the origin of the oil can reasonably be traced back to Venezuela, as determined by the Secretary of Commerce.

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on the national security of imports of timber, lumber, and their derivative products,” such as “paper products, furniture, and cabinetry.”  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors: 

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on national security of imports of copper in all forms,” including scrap copper and derivative products.  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors:

Requires a variety of reports and recommendations to be delivered to the President by April 1, 2025: on the causes of the persistent trade deficit, how to establish the External Revenue Service

Imposes maximum pressure on the Iranian regime to end its nuclear threat, curtail its ballistic missile program, and stop its support for terrorist groups. Relevant Secretaries are required to impose and enforce sanctions, review previously issued sanctions waivers and general licenses, implement a campaign to drive Iran’s export of oil to zero, lead a diplomatic campaign to isolate Iran, and conduct an export control enforcement campaign to restrict the flow of technology and components. The Attorney General is directed to pursue all legal steps to investigate, prosecute, and disrupt efforts by the Iranian government to obtain sensitive information. 

Directs the heads of executive departments and agencies to review all funding provided to NGOs and align future funding decisions with the interests of the United States and the goals of the Trump-Vance administration.
