Revokes the September 27, 2023 Presidential Memorandum on restoring fish populations in the Columbia River Basin and directs relevant agencies to withdraw from the associated litigation MOU, halt the current SEIS process, and report on all related actions and funding commitments within 30 days. It also tasks agencies with developing a revised environmental review schedule aligned with the administration’s new policy priorities.

Directs the Departments of Defense and Energy to deploy advanced nuclear reactors for critical military and AI infrastructure, starting with operation at a domestic military base by September 30, 2028, and site deployment at DOE facilities within 30 months. Mandates interagency action to secure fuel supplies, streamline NEPA compliance, and pursue at least 20 new nuclear export agreements by the end of the 120th Congress to position U.S. nuclear technology as a global strategic asset.

Directs the Department of Energy to reform national lab processes and establish a pilot program to approve at least three advanced reactor test sites outside the labs, with operations targeted by July 4, 2026. Requires expedited reviews, new environmental exclusions, and DOE-wide coordination to ensure qualified test reactors can be operational within two years of application.

Directs the Department of Energy to submit a comprehensive fuel cycle report, expand enrichment and reprocessing under the Defense Production Act (DPA), and fund reactor restarts and construction through the Loan Programs Office (LPO). Requires coordinated federal action to develop a skilled nuclear workforce via apprenticeships, education grants, and national lab access.

This Order directs the construction of temporary and permanent physical barriers at the southern border of the United States and all appropriate action to deploy permanent sufficient personnel along the southern border to ensure operational control. The Order also directs that action be taken to supplement available personnel to secure the southern border and enforce immigration laws. This Order directs the Secretary of Homeland Security to issue new policy guidance on detention of undocumented immigrants and to reinstitute the Migrant Protection Protocols (Remain in Mexico). 

Declares coal essential to U.S. economic and national security, designates it as a critical mineral for energy purposes, and directs agencies to remove regulatory barriers, prioritize coal leasing on federal lands, and promote coal use and exports. It also calls for evaluating coal’s eligibility as a critical material for steel production, supports coal-powered AI data centers, and accelerates development of coal technologies.

Directs emergency action under section 202(c) of the Federal Power Act by streamlining and expediting the approval of orders allowing electric generation resources to operate at maximum capacity during times of anticipated grid failure. It also mandates the development of a national methodology to assess grid reserve margins and identify critical generation resources that must be retained or prevented from retiring or converting fuel sources if doing so would reduce grid reliability.

Aims to bolster domestic mineral production by expediting permits, prioritizing mineral-rich federal lands, and reducing regulatory barriers to strengthen national security and economic stability. It also facilitates public and private investment in the mineral sector, leveraging federal resources, including the Defense Production Act (DPA), to ensure a stable and independent supply chain for critical minerals.

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on the national security of imports of timber, lumber, and their derivative products,” such as “paper products, furniture, and cabinetry.”  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors:
