Orders the termination of prior Syria-related sanctions effective July 1, 2025, while directing the Secretaries of State, Treasury, and Commerce to implement new authorities that both provide targeted sanctions relief and impose expanded measures to hold members of the former Assad regime accountable for war crimes, narcotics trafficking, and human rights abuses.
The order revokes the national emergency declared in Executive Order 13338 and associated authorities while preserving enforcement actions for conduct occurring before the effective date.
Within 30 days of any suspension of sanctions under the Caesar Syria Civilian Protection Act, the Secretary of State, in consultation with the Secretary of the Treasury, must brief the appropriate congressional committees. Several sanctions imposed under the Chemical and Biological Weapons Control and Warfare Elimination Act are waived following a determination of fundamental leadership change; the waiver becomes effective 20 days after the required congressional notification is transmitted. The Secretary of State, in coordination with the Departments of the Treasury and Commerce, is directed to implement the new framework, including a review of Syria’s State Sponsor of Terrorism designation and pursuit of sanctions relief at the United Nations. The order also expands the scope of Executive Order 13894 to target individuals affiliated with the former Assad regime for war crimes, narcotics trafficking, and human rights abuses.

This order suspends country-specific ad valorem rates of duty enumerated in the executive order titled “Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits” until July 9, 2025. Additionally, this order raises the additional rate of duty on Chinese imports from 84% to 125% effective April 10, 2025 and makes further adjustments to limit circumvention of tariffs.

To combat Venezuela’s destabilizing actions and support for illicit activities, the Secretary of State in consultation with the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Homeland Security and the U.S. Trade Representative, is authorized to determine in his discretion whether a tariff of 25% will be imposed on goods imported into the United States from any country that imports Venezuelan oil, whether directly through Venezuela or indirectly through third parties, on or after April 2, 2025. A party is found to be “indirectly” importing Venezuelan oil when the origin of the oil can reasonably be traced back to Venezuela, as determined by the Secretary of Commerce.

This order revises federal policies to increase domestic timber production. All relevant agencies shall eliminate, to the maximum extent permissible by law, all undue delays within their respective permitting processes related to timber production. Within 30 days of this executive order, the Secretary of the Interior and the Secretary of Agriculture shall issue new or update guidance regarding tools necessary to increase timber production, reduce timber delivery time, and decrease timber supply uncertainty. Within 60 days of this executive order, the Secretary of the Interior and the Secretary of Commerce must establish a strategy to improve the speed of approving forestry projects. Within 90 days of this executive order, the Secretary of the Interior and the Secretary of Agriculture are directed to submit a plan to the President that establishes a target for the annual amount of timber to be offered for sale from Federal lands each year, over the next four years. Within 120 days of this executive order, the Secretary of the Interior and the Secretary of Agriculture should complete the Whitebark Pine Rangewide Programmatic Consultation. Within 180 days of this executive order, the Secretary of the Interior and the Secretary of Agriculture should adopt categorical exclusions to comply with the National Environmental Policy Act and reduce unnecessarily lengthy processes and costs related to approvals for timber production, forest management, and wildfire risk reduction treatments. Within 280 days of this executive order, the Secretary of the Interior shall establish new categorical exclusions for timber thinning and re-establish categorical exclusions for timber salvage activities.

Imposes maximum pressure on the Iranian regime to end its nuclear threat, curtail its ballistic missile program, and stop its support for terrorist groups. Relevant Secretaries are required to impose and enforce sanctions, review previously issued sanctions waivers and general licenses, implement a campaign to drive Iran’s export of oil to zero, lead a diplomatic campaign to isolate Iran, and conduct an export control enforcement campaign to restrict the flow of technology and components. The Attorney General is directed to pursue all legal steps to investigate, prosecute, and disrupt efforts by the Iranian government to obtain sensitive information.
