Grants Cameron County, Texas a Presidential Permit to own, operate and maintain the Brownsville and Matamoros Bridge, a vehicular, pedestrian and bicycle border crossing connecting Brownsville, Texas and Matamoros, Mexico, subject to specified federal oversight and compliance requirements.

Determines that recoverable critical minerals and materials are essential to the national defense under the Defense Production Act and directs the Department of Commerce to use its authorities to prioritize and secure the domestic supply of recoverable critical minerals and materials through implementing regulations, guidance, and other actions.

Modifies the boundaries of the Bears Ears National Monument by reducing its size from approximately 1.36 million acres to approximately 121,096 acres. 

Reduces the size of the Grand Staircase-Escalante National Monument by modifying its boundaries and removing certain federal lands from monument protection.

Directs federal agencies to expand support for regenerative agriculture and precision farming technologies while promoting research, innovation, and public-private partnerships to improve soil health, strengthen farm resilience, and enhance long-term food security. Prioritizes expedited review of newer agricultural products, research into cumulative chemical exposures in the food supply, and expanded federal investment in regenerative farming practices, while stating that agencies should not exceed existing statutory regulatory authorities.

Establishes a new government-wide framework for securing National Security Systems (NSS), including systems used by the military, intelligence community, and civilian agencies that handle classified or national security information. Rescinds prior cybersecurity directives, re-establishes the Committee on National Security Systems (CNSS), and formally designates the National Security Agency (NSA) as the National Manager for NSS cybersecurity.

Modifies several existing marine national monument proclamations to remove monument-based prohibitions on commercial fishing in designated areas of the Pacific Ocean, including portions of the Papahānaumokuākea Marine National Monument, the Mariana Trench Marine National Monument, and the Rose Atoll Marine National Monument.

Directs executive branch agencies to expand and implement Schedule Policy/Career, an excepted-service personnel category for career federal employees in policy-influencing positions. Transfers designated positions into Schedule Policy/Career, making employees in those roles subject to streamlined removal procedures for poor performance or misconduct while retaining merit-based hiring requirements. Amends civil service regulations, requires agencies to identify additional policy-influencing positions for potential transfer, and establishes new performance award mechanisms to incentivize high-performing employees.
