Grants Bridger Pipeline Expansion LLC a Presidential permit to construct and operate a cross-border oil pipeline in Montana, subject to federal oversight, compliance with all applicable laws, and conditions on modification, inspection, reporting, and potential government control or removal.

Establishes a policy shift in federal procurement to prioritize fixed-price, performance-based contracts over cost-reimbursement models, aiming to improve cost predictability, strengthen contractor accountability, and reduce government overspending. Requires justification and senior-level approval for non-fixed-price contracts above certain thresholds and directs agencies to review and potentially renegotiate existing high-value contracts to incorporate performance-based pricing.
 
Within 45 days, the Office of Management and Budget must issue implementation guidance. Within 90 days, agencies must review and begin modifying their largest contracts and submit initial reports. Within 120 days, proposed updates to the Federal Acquisition Regulation and training programs must be developed.

Grants a temporary exemption for U.S. Air Force jet fighter training operations in Idaho, Oregon, and Nevada from certain water pollution control requirements under the Federal Water Pollution Control Act. 

Directs the use of authorities under the Defense Production Act of 1950 to support the development, manufacturing, and deployment of large-scale energy and energy-related infrastructure, including project financing, permitting, and domestic manufacturing capacity, by enabling federal financial support and expedited actions to address national security and energy system needs.

Directs the use of authorities under the Defense Production Act of 1950 to support and expand U.S. electric grid infrastructure, equipment manufacturing, and supply chains, including transformers, transmission components, and related materials, by enabling federal financial support and expedited actions to address national security and energy reliability concerns.

Directs the use of authorities under the Defense Production Act of 1950 to expand U.S. natural gas and liquified natural gas (LNG) infrastructure, including pipelines, processing, storage, and export capacity, by enabling federal financial support and expediting development to address national security and energy reliability concerns.

Directs the use of authorities under the Defense Production Act of 1950 to support and expand U.S. coal supply chains and baseload power generation capacity, including mining, transportation, stockpiles, and plant reliability, by enabling federal financial support and expedited actions to address national security and grid reliability concerns.

Directs the use of authorities under the Defense Production Act of 1950 to support and expand U.S. domestic petroleum production, refining, and logistics capacity, including pipelines, storage, and terminals, by enabling federal financial support and expedited actions to aggress national security and energy reliability concerns.

This Executive Order instructs federal agencies to accelerate research, review, and potential approval pathways for psychedelic drugs intended to treat serious mental illnesses, including major depressive disorder and substance abuse disorder. The EO directs FDA to prioritize review of qualifying products with Breakthrough Therapy designation through the National Priority Voucher Program and to facilitate access to psychedelic drugs under the federal Right to Try Act. The EO tasks HHS to allocate at least $50 million through ARPA‑H to support federal collaboration with states that have enacted or are developing psychedelic drugs for serious mental illnesses. It also instructs HHS, FDA, and the VA, in collaboration with the private sector, to increase clinical trial preparation, data sharing, and real‑world evidence generation regarding psychedelic drugs – prioritizing drugs with Breakthrough Therapy designation – and requires DOJ and HHS to expedite rescheduling review for products that successfully complete Phase 3 trials and receive FDA approval.
