Directs federal agencies to overhaul their grant processes by requiring senior appointees to rigorously review discretionary grants and funding announcements for alignment with national interests and agency priorities. It mandates enhanced accountability, prohibits funding for certain controversial initiatives, and authorizes termination of grants that no longer serve agency goals or the public interest. 
 
Within 30 days, agency heads must review the agency's standard grant terms and conditions and submit a report to the OMB detailing whether their discretionary grant terms allow termination for convenience, including when awards no longer support program goals or national interests, and provide data on how many active awards include such provisions. Agency heads should then take steps to revise terms and conditions of existing discretionary grants.

Establishes a White House Task Force to coordinate federal actions supporting the 2028 Summer Olympics, focusing on security, transportation, visa processing, and emergency preparedness. It directs agencies to identify and resolve barriers to hosting the games and submit implementation reports. 
 
Agency heads must provide a report to the Task Force regarding their agency's respective planning and activities concerning the games no later than October 1, 2025. The Task Force will terminate on December 31, 2028, unless extended by the President.

It directs the Secretary of Health and Human Services, in coordination with the Secretary of Education, to administer the test and support the Council's initiatives, which include developing school-based fitness programs, setting national youth fitness programs, setting goals, and launching public campaigns. The Council is also tasked with advising the President on strategies to combat childhood obesity and inactivity, enhance military readiness, and foster a culture of physical excellence across all sectors of society.

This order conditions federal grant funding on local enforcement of anti-vagrancy laws, such as bans on public drug use, camping, and squatting, and prohibits support for programs that emphasize housing without requiring treatment or accountability. The order also expands support for drug and mental health courts, permits more restrictive housing rules, and authorizes the collection and sharing of health data with law enforcement to enhance public safety.

Accelerates the buildout of artificial intelligence (AI) data centers and supporting infrastructure by easing federal permitting, streamlining environmental reviews, and expanding access to federally owned land for development consistent with national prosperity and security. It revokes Executive Order 14141 and directs the Secretary of Commerce, in consultation with the Director of the Office of Science and Technology Policy (OSTP) and other relevant executive departments and agencies, to launch a financial support initiative for Qualifying Projects, including loans, loan guarantees, grants, tax incentives, and offtake agreements. Within 10 days, all relevant agencies must identify existing categorical exclusions under the National Environmental Policy Act (NEPA), and within 180 days, the Administrator of the Environmental Protection Agency (EPA) must issue guidance to expedite reuse of Brownfield and Superfund Sites and review relevant permitting regulations. The Department of the Army, acting through the Assistant Secretary of the Army for Civil Works, must review permitting under the Clean Water Act and Rivers and Harbors Act within 180 days. The Federal Permitting Improvement Steering Council (FPISC) Executive Director has 30 days to designate transparency projects for expedited review under the Fixing America’s Surface Transportation Act (FAST-41). The Department of the Interior (DOI), Department of Energy (DOE), and Department of Defense (DOD) are instructed to make available federal and military land for Qualifying Projects.

Agencies must then, within 90 days of receiving that guidance, adopt procedures to ensure all procured LLMs meet these principles.

The Department of Defense (DOD), Department of Energy (DOE), Small Business Administration (SBA), and OSTP will support review, investment coordination, and export promotion. Proposals must comply with U.S. export laws and be submitted within 90 days of the public call.

This proclamation addresses the EPA’s April 5, 2024 final rule, National Emission Standards for Hazardous Air Pollutants:  Ethylene Oxide Emissions Standards for Sterilization Facilities Residual Risk and Technology Review, 89 Fed. Reg. 24090 (EtO Rule), which imposes new emissions-control requirements on commercial sterilization facilities. The proclamation declares that that certain stationary sources subject to the EtO Rule, as identified in Annex I of the proclamation, are exempt from compliance with the EtO Rule for a period of two years beyond the EtO Rule’s relevant compliance dates. During the two-year period, the exempted stationary sources will remain subject to the emissions and compliance obligations in effect prior to the issuance of the EtO Rule.
