The article describes and discusses “the most significant considerations for siting and permitting a utility-scale solar project in California today, along with some positive legal developments that could increase the speed and certainty of the permit process tomorrow.”

Among the topics covered are the challenges of biologically significant sites and protected species, the potential impact of the Desert Renewable Energy Conservation Plan on project siting, farmland and Williamson Act contracts, and the role of the Bureau of Land Management.
