Akin Gump international trade partner Kevin Wolf has been quoted by various media outlets from his appearance on an Information Technology & Innovation Foundation panel, regarding mixed messaging on U.S. trade policy born in tweets recently written by President Donald Trump.
Wolf was quoted by the Associated Press in “Trump opposes possible ban on sale of jet engines to China,” an article discussing how the Trump tweets appeared to thwart U.S. Commerce Department plans to block the sale of jet engines to China. He notes that this is the latest in a series of policy zigzags from Trump.
Wolf, himself a former Commerce Dept. Assistant Secretary for Export Administration, Bureau of Industry and Security (BIS), speaking at a conference on U.S. export controls, said, “Uncertainty is death to trade.”
Inside U.S. Trade’s World Trade Online quoted Wolf’s comment that the tweets are an example of how the Trump administration is “all over the map” on export controls, for its article “Trump tweets highlight muddled export control regime picture.”
Wolf also said that the U.S. should dedicate more time and resources to multilateral controls and spend less time irritating its allies, noting that unilateral controls should only be employed when a controlled technology is not easily available outside the U.S., when the controls won’t hurt U.S. private sector R&D and when they will prove to be effective.
