Akin Gump communications and information technology partner Jennifer Richter is quoted by Washington Internet Daily in the article “Regulators Need to Stand Aside for Unlicensed Technologies To Develop, Verizon Official Says.”
The article reports on a recent panel discussion on the wireless commons sponsored by the Silicon Flatirons Center at which top telecom industry officials stressed the importance of the unlicensed spectrum not being limited to Wi-Fi.
Richter, who participated in the panel, argued that while licensed and unlicensed spectrum were once distinct, that is less the case today, saying, “They’re actually functioning very similarly” with technical rules for power limits, emission masks and modulation schemes. While there may not be such a difference anymore, she noted that is not the case worldwide. In the Middle East, for example, where she recently traveled, “All the discussion there was the carriers there need more licensed spectrum and they view unlicensed spectrum as junk spectrum. Not really to be used, not reliable.”
