Kelly Ann tells CNN that the President uses tariffs for a wide range of purposes, including:
- leveling the playing field,
- incentivizing certain strategic supply chains and
- pure foreign policy goals.
“The President and the administration are trying to take a generational swing at both the global trade and financial systems,” she says.
