Kevin Wolf Testifies Before Senate Committee on Assessing Controls on Technology and Investment

Akin Gump international trade partner Kevin Wolf testified before the Senate Committee on Banking, Housing, and Urban Affairs today at a hearing titled “Confronting Threats From China: Assessing Controls on Technology and Investment.” Wolf, the Assistant Secretary of Commerce for Export Administration during the Obama Administration, was asked to provide his thoughts to the Senators on how best to control the transfer of sensitive dual-use technology and other items to China.
Wolf emphasized the need “for certainty, clarity and multilateralism in export control policy” to advance U.S. national security and foreign policy interests without unnecessarily harming the U.S. industrial base. In order to accomplish these twin goals, he emphasized the need for Congress to provide more support for the Bureau of Industry and Security. He also said that it was necessary for the Congress to conduct regular oversight of the bureau to ensure that it implements changes to the Export Administration Regulations in a manner consistent with the recently passed Export Control Reform Act.
