Nikkei Asian Review Quotes Kevin Wolf on Extension of Entity List to Chinese Educational Institutions

Nikkei Asian Review has quoted Akin Gump international trade partner Kevin Wolf in the article “US blacklists ‘China’s MIT’ as tech war enters new phase.” The article reports on the extension of the United States’ so-called entity list to Chinese educational institutions.

As a result of the move by the U.S. Department of Commerce, the article notes that China’s Harbin Institute of Technology has had its access to critical engineering software cut off. In addition, the article says, a joint education plan with the University of Arizona is now in limbo as are academic exchange programs with the University of California, Berkeley.

According to Wolf, the export control rules do not apply to technological expertise that is already published or considered as fundamental research, but academic exchanges often go beyond that. As a result, he said, “such exchanges will become more difficult and will often require licenses to conduct.”
