Akin Gump international trade partner Kevin Wolf was quoted by The New York Times for its article “Biden Administration Clamps Down on China’s Access to Chip Technology,” which reports the White House’s far-ranging restrictions, announced today, on the sale of semiconductors and chip-making equipment to China. The restrictions, the article notes, were issued by the Commerce Department and are intended to slow the progress of Chinese military programs that use supercomputing for military ends and domestic surveillance.

Wolf, who served as Assistant Secretary of Commerce for Export Administration, Bureau of Industry and Security, said the move was “a fundamental shift in the use of export controls” in the service of broader national security objectives.

He said that the announced measures would likely be highly effective in the short and medium term, adding, “How effective they will be over the long term will be a function of whether allies ultimately agree to impose similar controls.”
