NY Times Quotes Kevin Wolf on US Aircraft Tech Evading Sanctions on Russia

The New York Times has quoted Akin international trade partner Kevin Wolf for its article “U.S.-Made Technology Is Flowing to Russian Airlines, Despite Sanctions.” The article discusses the recent development that, last year, tens of millions of dollars of aircraft technologies were sent to Russian airlines explicitly facing U.S. sanctions.
According to the Times, the shipments were made through illicit networks that circumvent the restrictions by laundering the materials through a “series of straw buyers, often in the Middle East and Asia.”
Kevin, who served as Assistant Secretary of Commerce for Export Administration, said that the restrictions against Russia have been significantly helpful in degrading the country’s capabilities, but “can never block everything.” He noted that, while the new rules have improved the scope of tracking and enforcement of commerce in other allied countries, there is still much more to do. He added that trading aircraft materials was mostly unrestricted by the United States and most other countries before the invasion of Ukraine.
