Reuters Quotes Kevin Wolf on US Export Controls Package Aimed at Russia

For its article “Punishing Putin: How Biden could cut Russia off from world tech,” Reuters quoted Akin Gump international trade partner Kevin Wolf.

The article discusses potential moves by the Biden-Harris administration to deprive Russia of a wide range of low- and high-tech U.S. and foreign-made products should Russia further invade Ukraine.

Characterized by Reuters as the most sweeping measure is the expansion of the scope of the Foreign Direct Product Rule, which would require firms using U.S. tools to make technology abroad to obtain a U.S. license before shipping them to Russia.

Wolf, who served as Assistant Secretary of Commerce for Export Administration, Bureau of Industry and Security (BIS), said, “It's extraordinarily novel and has the potential for being far more significant than controls just on exports of these items from the United States.”
