H506: North Carolina Creates Investment Authority (NCIA) and Limits Consideration of ESG Factors

H 506 was enacted in June 2025 and creates the North Carolina Investment Authority (NCIA), an independent agency intended to manage assets previously overseen by the State Treasurer. H 506 limits NCIA consideration of ESG factors to instances in which “they present economic risks or opportunities that qualified investment professionals would treat as material economic considerations under generally accepted investment theories.”
