HB 1253: Maryland Establishes the Department of Social and Economic Mobility

HB 1253 was enacted in May 2025 and becomes effective on October 1, 2025. It establishes a new Department of Social and Economic Mobility, consolidating three existing state offices focused on equity: the Governor’s Office of Small, Minority, and Women-Owned Business Affairs, the Office of Social Equity in the Cannabis Administration, and the Office of Minority Business Enterprises within the Department of Transportation. The department is charged with conducting policy analysis on social equity programs, setting statewide agency standards to promote equity, and maintaining a centralized inventory of equity initiatives. It is funded through a dedicated special fund and receives an annual appropriation.
