HB 144: Ohio Improves 9-1-1 Access for Individuals with Disabilities and Expands the Communication Disability Database

Summary

HB 144 was enacted in October 2025 and became effective on January 19, 2026. The law creates a voluntary statewide database that allows individuals with disabilities to share important medical or behavioral information with county 9-1-1 systems, enabling first responders to better understand and safely assist them during emergencies. The law expands the prior communication-disability registry to include all types of diagnosed disabilities, not just communication-related ones. Participating counties are provided access to this information so law enforcement, EMS, and firefighters can respond with greater awareness and reduce unnecessary escalation
