HCR 70: Louisiana Calls for Reports on Companies Discriminating Against Fossil Fuel Industry Under ESG Initiatives

May 26, 2023

Summary

House Concurrent Resolution 70 was adopted by the state House and Senate in May 2023 and requests retirement systems and the state treasurer to report on companies that discriminate in contracting against the fossil fuel industry through ESG policies and that invest state and pension funds using nonpecuniary factors.

The resolution specifically requests state retirement systems and the treasurer to submit a report naming entities known to boycott, or terminate business activities, with energy companies. The resolution notes that "Louisiana ranks third in natural gas production and proved reserves among the states" and that it "accounts for about nine percent of the United States of America's total marketed natural gas production."
