S 127: Vermont Expands Funding and Programs for Affordable and Accessible Housing, Infrastructure, and Anti-discrimination Protections.

June 12, 2025

Summary

S 127 was passed in June 2025 and became effecting on July 1, 2025. It is a comprehensive housing and infrastructure package that expands access to fair and affordable housing while enabling municipalities and developers to finance essential infrastructure, such as roads, water, sewer, and broadband, through a statewide, project-based Tax Increment Financing (TIF) model. The bill creates the Community and Housing Infrastructure Program (CHIP), authorizing up to $200 million annually, capped at $2 billion over 10 years, to support housing-adjacent infrastructure. It also enhances anti-discrimination protections—particularly for immigrants—by strengthening Vermont’s fair housing laws and reducing permitting barriers to inclusive development, while facilitating brownfield redevelopment and streamlining appeals.
