SB 1678: Florida Expands Ban on Discrimination Against Israel to Public Schools and Requires Pledge of Non-Discrimination for Grants

Summary

SB 1678 was enacted in June 2025 and expands prohibition of state entities from discriminating against Israel to include educational institutions, nonprofit organizations, state agencies, local governments, and foreign governments.  The bill defines "boycott Israel" as "refusing to deal, terminating business activities, or taking other actions to limit commercial relations with Israel, or persons or entities doing business in Israel or in Israeli-controlled territories, in a discriminatory manner."  It extends the definition to include an academic boycott of Isreal, in which an institution enacts "restrictive policies ... on the basis of ties to the State of Israel."

Applicants for art and cultural grants must sign a certification "attesting to the fact that they are complying with all relevant antidiscrimination laws ... and will not engage in antisemitic discrimination."  Applicants found in violation of this provision will be disqualified from grant eligibility.
