Biography
  • Practice focuses on advising clients on federal and state campaign finance laws, lobbyist registration provisions, pay-to-play restrictions, and securities laws regulating political activity. 
  • Assists companies, organizations, and individuals engaged in political activity with assessing risk and maintaining compliance with applicable law and rules. 
  • Prior to joining Akin, served as an attorney in the Litigation Division of the Federal Election Commission’s Office of General Counsel. 

Blake advises clients on campaign finance regulations and gift and ethics rules, including as related to the Federal Election Campaign Act (FECA) and the Bipartisan Campaign Reform Act (BCRA), among other federal and state laws. 

Prior to joining Akin, Blake served as an attorney in the Litigation Division of the Office of General Counsel at the Federal Election Commission (FEC). In this role, he defended provisions of federal campaign finance law in constitutional challenges and represented the Commission in various administrative law cases. On behalf of the FECBlake authored pleadings, motions, and briefs on an array of issues and participated in court hearings and oral arguments in federal court. He also monitored judicial and legislative activity affecting campaign finance law and advised on litigation outcomes, case strategy, and pertinent legal developments. 

Before his government service, Blake gained a wide range of experience, including as an associate at a law firm focusing on complex civil litigation matters, with a member of Congress’ office, a Fortune 500 company’s in-house legal department, and a state appellate court. 

Representative Work
  • Represented the FEC in a First Amendment challenge to FECA’s limits on political party coordinated expenditures before the United States District Court for the Southern District of Ohio and the en banc United States Court of Appeals for the Sixth Circuit. 
  • Represented the FEC in federal court litigation involving Commission determinations in enforcement matters concerning alleged campaign finance violations, Commission advisory opinions and rulemakings, and the application of an Executive Order.
