- Worked on the staff of the U.S. Senate Finance Committee.
Emily counsels clients on U.S. laws and policies affecting international trade and business, including customs and import control laws. Her experience covers a wide range of commercial and enforcement laws and policies that Customs and Border Protection (CBP) and other agencies administer, including:
- Tariff classification
- Valuation (including transfer pricing and first sale)
- IEEPA, Section 232 and Section 301 tariffs
- Tariff mitigation strategies
- Customs brokerage
- Duty preference programs
- Nairobi Protocol
- Antidumping (AD) and countervailing duty (CVD) orders
- Customs administration and enforcement of food and drug law
- Country of origin
- Forced labor
- Audits
- Disclosures
- Seizures and forfeitures

Representative Work
- Counsels clients on strategies and best practices to comply with U.S. customs laws.
- Advises consumer healthcare companies on relevant regulatory requirements applicable to U.S. imports.
- Develops strategies to reduce or recover customs duties with respect to various sectors, including pharmaceuticals, medical devices, technology, energy, and defense and aerospace.
- Advises clients in resolving regulator inquiries (including from U.S. Customs and Border Protection), remediating civil penalty actions, and preemptively submitting disclosures to the government along with developing successful corrective action plans as part of the disclosure process.
