Politico, for its section “Recess Takes: What Congress Might Do,” asked a number of informed Hill observers—among them, Akin Gump senior policy counsel Francine Friedman—what “might have a shot of passing Congress this year.”
Among Friedman’s observations: “[I]t looked like CISPA [Cyber Intelligence Sharing and Protection Act] may have begun to gather some traction in the Senate Intelligence Committee . . .[but] it is unclear if [Senate Majority Leader Harry] Reid will bring it to the Senate floor before August recess because of expected opposition from privacy groups who generated significant pushback last time Congress approached the issue. . . [The] highway bill is the “must pass” bill of the season, other than that, even the outlook for the appropriations process to move ahead prior to [August] recess looks bleak.”
