The article looks at the negotiations for a Global Arrangement on Sustainable Steel and Aluminum (GASSA) launched in 2021 by the United States and European Union. GASSA, the authors write, “would link import restraints to exporting countries' efforts to reduce carbon intensity in metals production and global overcapacity in the aluminum and steel industries.”
