The Technology Prosperity Deal directs the United States and United Kingdom to cooperate in strategic science and technology areas including artificial intelligence, civil nuclear, fusion, and quantum technologies. It directs agencies in both countries to launch joint flagship research programs, expand compute access, promote AI exports, develop applications in biotechnology, precision medicine, and space, and align AI policy frameworks and standards. It commits to accelerating deployment of advanced nuclear reactors and fuels, achieving independence from Russian nuclear fuel by 2028, streamlining licensing processes, and advancing fusion energy. It launches initiatives in quantum computing, sensing, and networking such as benchmarking taskforces, code challenges, industry exchange programs, and shared centers of excellence. It also catalyzes an AI for space partnership between the U.S. National Aeronautics and Space Administration and the UK Space Agency, including developing AI models for space applications and supporting science and exploration missions, such as lunar and Martian foundational models. It further strengthens cooperation on research security, telecommunications including 6G, timing resilience, cyber, and secure investment in critical technologies. A ministerial-level working group will be convened within six months to guide priorities, oversee implementation, and conduct annual reviews. The agreement is non-binding, does not alter existing agreements, and imposes no funding obligations.

Accelerates the buildout of artificial intelligence (AI) data centers and supporting infrastructure by easing federal permitting, streamlining environmental reviews, and expanding access to federally owned land for development consistent with national prosperity and security. It revokes Executive Order 14141 and directs the Secretary of Commerce, in consultation with the Director of the Office of Science and Technology Policy (OSTP) and other relevant executive departments and agencies, to launch a financial support initiative for Qualifying Projects, including loans, loan guarantees, grants, tax incentives, and offtake agreements. Within 10 days, all relevant agencies must identify existing categorical exclusions under the National Environmental Policy Act (NEPA), and within 180 days, the Administrator of the Environmental Protection Agency (EPA) must issue guidance to expedite reuse of Brownfield and Superfund Sites and review relevant permitting regulations. The Department of the Army, acting through the Assistant Secretary of the Army for Civil Works, must review permitting under the Clean Water Act and Rivers and Harbors Act within 180 days. The Federal Permitting Improvement Steering Council (FPISC) Executive Director has 30 days to designate transparency projects for expedited review under the Fixing America’s Surface Transportation Act (FAST-41). The Department of the Interior (DOI), Department of Energy (DOE), and Department of Defense (DOD) are instructed to make available federal and military land for Qualifying Projects.

Establishes the President’s Make America Beautiful Again Commission to coordinate federal conservation efforts and expand outdoor recreation access. The Commission is directed to promote natural resource stewardship, reduce bureaucratic barriers, and support voluntary conservation, while advising the President on restoring public lands, recovering wildlife, and improving water access and quality. It will be chaired by the Secretary of the Interior, with the Assistant to the President for Domestic Policy serving as Executive Director. Members will include the Secretary of Defense, Secretary of Agriculture (USDA), Administrator of the Environmental Protection Agency (EPA), Director of the Office of Management and Budget (OMB), Chairman of the Council of Economic Advisers (CEA), Assistant to the President and Chief of Staff, Assistant to the President for Economic Policy, Chairman of the Council on Environmental Quality (CEQ), and other Administration officials as designated by the Chair and Executive Director.

Directs the Department of the Interior (DOI), in coordination with the Department of Agriculture (USDA), to raise entrance and pass fees for foreign visitors to national parks while improving affordability and access for U.S. residents. It also mandates action to enhance park infrastructure, address maintenance backlogs, and review existing recreation policies to expand domestic usage and promote underutilized sites. The order also revokes the Presidential Memorandum of January 12, 2017, titled Promoting Diversity and Inclusion in Our National Parks, National Forests, and Other Public Lands and Waters.

Authorizes Junction Pipeline Company, LLC to construct, connect, operate, and maintain a 30-inch cross-border pipeline in Toole County, Montana, for the import of crude oil and petroleum products from Canada, excluding natural gas regulated under the Natural Gas Act.

Authorizes South Bow (USA) LP to operate and maintain an existing 30-inch cross-border pipeline in Cavalier County, North Dakota, for the transport of all hydrocarbons and petroleum products (excluding natural gas regulated under the Natural Gas Act), subject to federal safety and environmental compliance requirements.

Authorizes Steel Reef US Pipelines LLC to operate and maintain existing cross-border pipeline facilities in Burke County, North Dakota, for the export of natural gas liquids to Canada, subject to federal oversight, safety, and environmental compliance requirements.

Directs the Department of State (DOS), Department of the Treasury (Treasury), Department of Defense (DOD), Department of the Interior (DOI), Department of Agriculture (USDA), Department of Transportation (DOT), Department of Energy (DOE), Environmental Protection Agency (EPA), Office of Management and Budget (OMB), Small Business Administration (SBA), National Energy Dominance Council (NEDC), U.S. Trade and Development Agency (USTDA), Export-Import Bank of the United States (EXIM), and U.S. International Development Finance Corporation (DFC) offices involved in funding energy infrastructure and critical mineral or material projects to streamline and coordinate their application and funding processes. Agencies are also required to seek applicant consent for data sharing and to withhold disbursement until that consent is received.

Directs DOI and USDA to consolidate wildland fire programs, expand local partnerships, develop a technology roadmap, and revise rules to enable more effective wildfire prevention and response. It also instructs multiple agencies to promote prescribed burns, manage biomass, improve power system practices, modernize response metrics, and release satellite data to support wildfire mitigation.
