Memorandum of Understanding Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland Regarding the Technology Prosperity Deal (Trump EO Tracker)

Establishes the "Gold Card" visa program, allowing foreign nationals or corporations to secure expedited immigrant visas by making a substantial financial gift to the Department of Commerce.

Restricts entry of new H-1B specialty-occupation workers unless employers pay $100,000 fee or receive a national-interest exemption, and directs Homeland Security and the Department of State to enforce the restriction. Instructs the Departments of Labor and Homeland Security to launch rulemakings to raise prevailing wage levels and prioritize higher-skilled, higher-paid foreign workers.

The Technology Prosperity Deal directs the United States and United Kingdom to cooperate in strategic science and technology areas including artificial intelligence, civil nuclear, fusion, and quantum technologies. It directs agencies in both countries to launch joint flagship research programs, expand compute access, promote AI exports, develop applications in biotechnology, precision medicine, and space, and align AI policy frameworks and standards. It commits to accelerating deployment of advanced nuclear reactors and fuels, achieving independence from Russian nuclear fuel by 2028, streamlining licensing processes, and advancing fusion energy. It launches initiatives in quantum computing, sensing, and networking such as benchmarking taskforces, code challenges, industry exchange programs, and shared centers of excellence. It also catalyzes an AI for space partnership between the U.S. National Aeronautics and Space Administration and the UK Space Agency, including developing AI models for space applications and supporting science and exploration missions, such as lunar and Martian foundational models. It further strengthens cooperation on research security, telecommunications including 6G, timing resilience, cyber, and secure investment in critical technologies. A ministerial-level working group will be convened within six months to guide priorities, oversee implementation, and conduct annual reviews. The agreement is non-binding, does not alter existing agreements, and imposes no funding obligations.

Establishes a three-member Emergency Board under the Railway Labor Act to investigate and report on ongoing labor disputes between the Long Island Rail Road Company and several unions.

Further extends the federal government's delay on enforcing the Protecting Americans from Foreign Adversary Controlled Applications Act (P.L. 118-50), including its application to TikTok, until December 16, 2025, and bars penalties for conduct during that period. 

Directs the Secretary of State to designate a foreign country as a State Sponsor of Wrongful Detention for wrongfully detaining American citizens in foreign countries. Directs the Secretary of State to impose sanctions under the International Emergency Economic Powers Act (IEEPA), export controls, geographic travel restrictions, Immigration inadmissibility, and reduction or suspension of foreign assistance for designated countries.

Expands national security exclusions from federal labor-management relations by adding specific units in the Bureau of Reclamation, Department of Commerce, NASA, and the U.S. Agency for Global Media to the list of agencies performing intelligence or national security functions. It also extends the deadline for related exclusions issued by the Secretaries of Defense and Veterans Affairs. 

Directs the General Services Administration to prioritize classical and traditional architecture as the preferred style for major federal public buildings, update its policies accordingly, and require architects and design reviewers to have expertise in these styles. Establishes stricter review and presidential notification requirements for approving designs that deviate from this preference.
