Imposes tariffs under Section 232 of the Trade Expansion Act on imports of timber, lumber, and wood products to address threats to U.S. national security. Establishes duty rates of 10% on softwood lumber, 25% (rising to 30% on January 1, 2026) on upholstered wooden products, and 25% (rising to 50% on January 1, 2026) on kitchen cabinets and vanities, with capped rates of 10% for the United Kingdom and 15% for the European Union and Japan. Directs the Secretary of Commerce and U.S. Trade Representative to monitor imports, pursue negotiations with foreign partners, and expand tariffs or impose specific, compound, or mixed duties in cases of undervaluation. Authorizes regulatory actions by Commerce, Homeland Security, and Customs to implement these provisions starting October 14, 2025.

The Technology Prosperity Deal directs the United States and United Kingdom to cooperate in strategic science and technology areas including artificial intelligence, civil nuclear, fusion, and quantum technologies. It directs agencies in both countries to launch joint flagship research programs, expand compute access, promote AI exports, develop applications in biotechnology, precision medicine, and space, and align AI policy frameworks and standards. It commits to accelerating deployment of advanced nuclear reactors and fuels, achieving independence from Russian nuclear fuel by 2028, streamlining licensing processes, and advancing fusion energy. It launches initiatives in quantum computing, sensing, and networking such as benchmarking taskforces, code challenges, industry exchange programs, and shared centers of excellence. It also catalyzes an AI for space partnership between the U.S. National Aeronautics and Space Administration and the UK Space Agency, including developing AI models for space applications and supporting science and exploration missions, such as lunar and Martian foundational models. It further strengthens cooperation on research security, telecommunications including 6G, timing resilience, cyber, and secure investment in critical technologies. A ministerial-level working group will be convened within six months to guide priorities, oversee implementation, and conduct annual reviews. The agreement is non-binding, does not alter existing agreements, and imposes no funding obligations.

Revokes Executive Order 14036 of July 9, 2021 (Promoting Competition in the American Economy) which was signed to enforce anti-trust laws and create the White House Competition Council.

This order suspends country-specific ad valorem rates of duty enumerated in the executive order titled “Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits” until July 9, 2025. Additionally, this order raises the additional rate of duty on Chinese imports from 84% to 125% effective April 10, 2025 and makes further adjustments to limit circumvention of tariffs.  

Declares coal essential to U.S. economic and national security, designates it as a critical mineral for energy purposes, and directs agencies to remove regulatory barriers, prioritize coal leasing on federal lands, and promote coal use and exports. It also calls for evaluating coal’s eligibility as a critical material for steel production, supports coal-powered AI data centers, and accelerates development of coal technologies.

To combat Venezuela’s destabilizing actions and support for illicit activities, the Secretary of State in consultation with the Secretary of the Treasury, the Secretary of Commerce, the Secretary of Homeland Security and the U.S. Trade Representative, is authorized to determine in his discretion whether a tariff of 25% will be imposed on goods imported into the United States from any country that imports Venezuelan oil, whether directly through Venezuela or indirectly through third parties, on or after April 2, 2025. A party is found to be “indirectly” importing Venezuelan oil when the origin of the oil can reasonably be traced back to Venezuela, as determined by the Secretary of Commerce.

The executive order directs the Secretary of Commerce to conduct an investigation pursuant to Section 232 of the Trade Expansion Act of 1962 regarding “the effects on the national security of imports of timber, lumber, and their derivative products,” such as “paper products, furniture, and cabinetry.”  In undertaking this investigation, the President ordered the Secretary of Commerce to consider the following factors:
