Brian Pomper Speaks on Panel at Washington International Trade Association on Congress and Trade

On April 18, Akin Gump public law and policy practice co-head Brian Pomper participated in the “Trade Counsels on the Role of Congress in Formulating U.S. Trade Policy” panel hosted by the Washington International Trade Association. Pomper joined other former international trade counsel with Senate or House experience to discuss how the Hill regulates commerce with foreign nations.

The panel principally discussed four topics:

  • the constitutional framework and evolution of congressional power and policy making over tariffs and foreign commerce
  • the evolution and purpose of Fast Track/Trade Promotion Authority
  • congressional votes on trade agreements and the authority to withdraw from trade agreements implemented through an act of Congress
  • the statutory authority to enforce trade agreements and congressional oversight through Secs. 232 and 301 and other actions.
