Biography
  • Counsels clients on U.S. law and policy affecting international trade and business.
  • Advises clients on U.S. export controls and sanctions issues including export jurisdiction and classification, regulatory interpretation, voluntary disclosures, enforcement actions, export authorization application and management, and export control policy advocacy.
  • Advises in sectors including technology, artificial intelligence, semiconductors, semiconductor manufacturing, aerospace/defense, health care and life sciences, engineering services, logistics and freight forwarding, and manufacturing.

Cam represents clients in international trade and regulatory matters with a particular focus on export controls, sanctions and government investigations.

Cam routinely works on matters related to:

  • Dual-use export controls (Export Administration Regulations (EAR)) and antiboycott regulations, administered by the U.S. Department of Commerce (Bureau of Industry and Security (BIS), Office of Antiboycott Compliance (OAC), Census).
  • Defense trade controls (International Traffic in Arms Regulations (ITAR)) administered by the U.S. Department of State, Directorate of Defense Trade Controls.
  • U.S. economic sanctions programs, administered by the U.S. Treasury Department, Office of Foreign Assets Control (OFAC).
Representative Work
  • Developing compliance programs and strategies, including designing automated information technology solutions and electronic tools, implementing policies and procedures, and auditing corrective action commitments.
  • Analyzing the impact of novel regulatory changes and updating compliance programs accordingly.
  • Conducting investigations, including identifying the scope of potential export control violations, preparing voluntary disclosures, responding to government inquiries and subpoenas for multijurisdictional matters, and planning investigation strategies.
  • Determining the export control jurisdiction and classification of products.
  • Conducting export control and sanctions risk assessments and recommending compliance enhancements.
  • Preparing license applications, commodity jurisdiction requests, commodity classification requests (Commodity Classification Automated Tracking System (CCATS)), advisory opinion requests and other submissions to U.S. government agencies.
