Jen advises clients on federal appropriations and financial services matters, helping them develop effective strategies to secure funding and advance their policy priorities before Congress and federal agencies.
Jen brings unparalleled experience from more than a decade on Capitol Hill, having held senior roles in both the U.S. Senate and House of Representatives. Most recently, she served as clerk and subcommittee staff director for the Senate Appropriations Subcommittee on Financial Services and General Government, where she led work for the Democratic Caucus, managed a team, and oversaw approximately $30 billion in annual appropriations, including the Department of Treasury, the Office of Management and Budget, the U.S. Supreme Court, the Securities and Exchange Commission, the Commodities Future Trading Commission, the Federal Communications Commission, and the Federal Trade Commission. In this role, she was a key advisor to senators on funding priorities, legislative strategy, and negotiations, and played a central role in drafting and advancing annual appropriations legislation.
Previously, Jen served as a professional staff member on the Senate Appropriations Subcommittee on Energy and Water Development, where she was responsible for more than $40 billion in funding across energy and national security programs, including weapons systems development and civilian nuclear energy. She played a leading role in drafting and negotiating bill and report language, overseeing agency funding, preparing members for hearings, and coordinating closely with the White House, the Congressional Budget Office, and executive branch agencies. Jen was also responsible for the implementation of the Infrastructure Investment and Jobs Act (IIJA) and the Inflation Reduction Act (IRA) in her portfolio, partnering with the White House and federal agencies. During her time in the Senate, Jen drafted and implemented six disaster and national security supplemental bills in support of small businesses in hurricane-ravaged regions across the country and in assistance of the war in Ukraine.
Earlier in her career, Jen served as legislative counsel to former House Appropriations Committee Chair Nita M. Lowey, where she advised on a wide range of policy issues and helped negotiate appropriations measures across multiple subcommittees. She began her congressional career as a legislative assistant to Representative Carolyn B. Maloney, supporting work on financial services and oversight matters.
Drawing on her substantial experience working with congressional leadership and across key committees, Jen helps clients anticipate funding priorities, engage effectively with policymakers, and achieve favorable outcomes in a complex and evolving budget environment.
