Biography
  • Advises clients on cross-border investments and international trade matters, including issues involving U.S. national security regulations such as CFIUS and the Outbound Investment Security Program (OISP).

Julie advises clients on a broad range of international trade and national security matters, with a particular focus on cross-border investments subject to U.S. national security regulations. Her practice includes counseling clients on matters involving the Committee on Foreign Investment in the United States (CFIUS) and the Outbound Investment Security Program (OISP).

Julie provides strategic counsel to clients on structuring transactions to align with evolving U.S. national security priorities and mitigate regulatory risk throughout the investment lifecycle. She has successfully guided clients through national security clearance processes in these areas. Julie also assists in counseling clients on compliance with U.S. international trade controls, including economic sanctions regulations administered and enforced by the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC), and U.S. export controls.

While in law school, Julie worked as a legal intern at the U.S. Securities and Exchange Commission’s Division of Enforcement. Prior to law school, Julie worked as a researcher on international security issues.

She earned her J.D. from Georgetown University Law Center, where she served as community chair of the Asian-Pacific American Law Students Association. She graduated from the University of Pennsylvania with a B.A. in International Relations and French Studies.
